Establishes a grants program within the Livestock Revitalization Program to provide funding to qualified feed developers for feed development costs.

Qualified feed developers may receive grants of up to $200,000 per year, reimbursing up to 50 percent of documented feed development costs incurred within the preceding fiscal quarter.

Applicants must comply with non-discrimination laws, obtain applicable licenses and permits, indemnify the State from claims, and submit quarterly and annual financial statements for verification.

Feed development costs are limited to feed developed for qualified producers only and exclude feed for resale, gifts, or transportation costs; reimbursement is denied if annual profit exceeds 10 percent.

Appropriates unspecified funds from general revenues for fiscal year 2014-2015 to reimburse both qualified producers for feed costs and qualified feed developers for feed development costs; appropriation does not lapse until June 30, 2016.

Takes effect July 1, 2050.
