Repeals section 142-28.5 of Hawaii Revised Statutes, which established the animal quarantine special fund administered by the board of agriculture.

Transfers all unexpended and unencumbered balances remaining in the animal quarantine special fund as of July 1, 2014, to the general fund.

Redirects all revenues that would have been paid into the animal quarantine special fund after July 1, 2014, to the general fund instead.

Appropriates funds from general revenues for fiscal year 2014-2015 to cover animal quarantine costs including salaries, fringe benefits, operating expenses, equipment, and facility maintenance.

Takes effect on July 1, 2014.
