Amends Section 84-17 of Hawaii Revised Statutes to make financial disclosure statements of state board and commission members public records available for inspection and duplication.

Adds University of Hawaii board of regents to the list of positions whose financial disclosure statements must be publicly available.

Requires public disclosure of financial statements from members of 16 specified state boards and commissions, including the Board of Agriculture, Public Utilities Commission, Hawaiian Homes Commission, and Labor and Industrial Relations Appeals Board.

Expands transparency and accountability requirements for state government officials by making previously confidential financial disclosures of board and commission members accessible to the public.

Takes effect upon approval.
