Requires the Office of Hawaiian Affairs (OHA) to establish and administer a mandatory training course on native Hawaiian and Hawaiian traditional and customary rights, natural resource protection and access rights, and the public trust.

Mandates that members of 11 specified state boards, councils, and commissions complete the training within six months of their initial appointment (including the Land Use Commission, Board of Land and Natural Resources, Commission on Water Resource Management, Environmental Council, and others).

Allows other state and county officers, representatives, or employees not subject to the mandatory requirement to request enrollment in the training course.

Requires OHA to offer the training course at least twice per year at OHA's own expense and obligates the governor to provide appointee names to OHA within 30 days of initial appointment.

Takes effect upon approval.
