Allows solar energy facilities on agricultural lands classified as soil productivity rating class B or C, subject to obtaining a special use permit under section 205-6.

Requires that areas occupied by solar energy facilities must also be made available for compatible agricultural activities at a lease rate at least 50% below fair market rent for comparable properties.

Mandates that solar energy facilities be decommissioned and removed within 12 months of the conclusion of operation.

Prohibits solar energy facilities on the most productive agricultural lands classified as soil productivity rating class A.

Effective January 1, 2030.
