Authorizes counties to establish and charge user fees to create and maintain stormwater management systems and infrastructure.

Adds stormwater management fee authority to Section 46-1.5 of Hawaii Revised Statutes as a new county power.

Directs the Director of Health to convene and chair a working committee to prepare a work plan supporting stormwater management systems and infrastructure in the State.

Working committee shall include representatives from each county, state boards and commissions, and may invite federal agencies and private experts to participate.

Committee shall investigate alternative financing models used nationwide and submit findings and recommendations to the legislature no later than twenty days before the 2016 regular session.
