Changes the college-credit equivalency program from discretionary to mandatory by requiring (rather than authorizing) the University of Hawaii to award college credits for college-level learning gained from work or other life experiences.

Expands the program beyond military service to include work experiences and other life experiences as eligible sources for college credit.

Requires the University of Hawaii to develop and publicly share a learning assessment or other criteria to determine whether learning from work or life experiences meets college-level standards.

Mandates the University of Hawaii submit reports to the legislature by twenty days prior to the 2015, 2016, and 2017 regular sessions detailing implementation progress, outreach efforts, and student enrollment data for the expanded program.
