Requires licensed psychologists in Hawaii to complete a minimum of 18 credit hours of continuing education for the licensing renewal period beginning July 1, 2014 through June 30, 2016, with at least 3 credit hours in ethics courses.

Defines continuing education courses as those offered by regionally accredited institutions of higher education or accredited American Psychological Association sponsors, with one credit hour equal to 50 minutes of instruction.

Exempts first-time licensees from the continuing education requirement for their initial license renewal.

Authorizes the Director of Commerce and Consumer Affairs to conduct random audits of licensees to verify compliance, with licensees having 60 days to provide documentation.

Adds making false statements regarding continuing education compliance as grounds for license refusal, revocation, suspension, or probation, and allows doctoral trainees to work for psychologists without triggering unlicensed practice violations.
