Creates a new bargaining unit (15) for employees of the Hawaii Health Systems Corporation, separate from existing state employee bargaining units.

Grants Hawaii Health Systems Corporation board three votes in collective bargaining negotiations (equal to the governor's three votes) for the new bargaining unit (15).

Authorizes Hawaii Health Systems Corporation to withhold or alter employee benefits packages and negotiate compensation adjustments as sole employer negotiator, independent of section 89-6(d) requirements.

Preserves existing rights, benefits, and privileges of Hawaii Health Systems Corporation employees during transition to new bargaining unit, with existing collective bargaining agreements remaining in effect until a new agreement is negotiated.

Takes effect July 1, 2014.
