Authorizes the Department of Labor and Industrial Relations to establish working groups consisting of industry leaders, education representatives, and business community members to identify high-growth industries and occupations with workforce development potential.

Requires working groups to identify emerging workforce trends, determine required skill sets for created or modified jobs, and develop training programs to prepare qualified workers in targeted occupations or industries.

Empowers the department to develop training programs addressing skill shortages in occupations and industries identified by the working groups.

Appropriates unspecified general revenues to the Department of Labor and Industrial Relations for fiscal year 2014-2015 to establish working groups and design and implement training programs.

Effective date of January 20, 2050.
