Appropriates and authorizes funds for fiscal biennium 2013-2015 to cover collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (9) across multiple state departments.

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (9) members, in accordance with chapter 89C, Hawaii Revised Statutes.

Allocates funds through nine separate parts targeting: departmental administration and budget division, judicial administration, and Hawaii health systems corporation for both collective bargaining and excluded employee costs.

Requires the director of finance and chief justice to allot appropriated funds to respective state departments and agencies for expenditure in their respective fiscal years.

Establishes that any unexpended or unencumbered funds as of June 30, 2014 and June 30, 2015 shall lapse, and takes effect retroactively to July 1, 2013.
