Expands "disqualifying information" for healthcare facility licensing to include administrative findings of adult or child abuse or neglect, not just criminal convictions

Authorizes the Department of Health (DOH) to obtain administrative findings record checks from the Department of Human Services (DHS) for child and adult abuse cases

Extends background check requirements to DOH employees and prospective employees whose job duties involve work at healthcare facilities

Allows DOH to take personnel action against department employees or deny prospective employees based on disqualifying criminal history or administrative abuse findings

Requires DHS to prepare and transmit administrative findings records to DOH upon request for individuals subject to background checks under section 321-15.2
