Establishes a voluntary registry for clean and sober homes within the Department of Health with standards for organizational, fiscal, operational, recovery support, property, and neighbor conduct.

Issues certificates of registration specifying the home operator name, address, maximum resident capacity, and validity period; prohibits advertising as a registered home without valid registration.

Appropriates $250,000 for fiscal year 2014-2015 to the Department of Health for staffing and operating costs to establish and operate the registry.

Amends county zoning law to clarify that counties cannot prohibit group living facilities with eight or fewer residents licensed, certified, registered, or monitored by the State.

Eliminates the requirement for a public informational meeting before operating a halfway house, clean and sober home, or drug rehabilitation home to comply with federal Fair Housing Amendments Act.
