Establishes a moratorium on issuing new commercial vessel permits in Keauhou Bay small boat harbor and adjacent offshore moorings for ocean-related activities until an ocean recreation management area is designated and rules are adopted.

Directs the Department of Land and Natural Resources to prepare a comprehensive baseline environmental study examining cultural, environmental, social, and economic impacts of ocean use activities in the Keauhou Bay area.

Requires the baseline environmental study to include detailed analysis of beneficial and adverse impacts, mitigation measures, alternatives, public conflicts between commercial and recreational uses, and irreversible commitments of resources.

Mandates the Department adopt final ocean recreation management area designations and rules through chapter 91 administrative rulemaking procedures after completing the baseline environmental study.

Requires submission of the baseline environmental study to the legislature no later than twenty days before the 2016 regular legislative session convenes.
