Amends Hawaii Revised Statutes section 92-7(a) to clarify agenda requirements for public agency meetings when proposed administrative rules are being considered.

Allows meeting agendas to satisfy public notice requirements by containing either a statement of the topic of proposed rules or a general description of subjects involved, as defined in section 91-3(a)(1)(A).

Requires agendas to include a statement of when and where proposed rules may be viewed in person and on the Internet, as provided in section 91-2.6.

Takes effect upon approval.
