Amends Section 338-18, Hawaii Revised Statutes, to add law enforcement officers to the list of persons permitted to access public health statistics records.

Allows law enforcement officers, as defined by Section 710-1000(13), to obtain public health statistics records as evidence in criminal investigations.

Requires law enforcement officers requesting records to provide identification and submit a signed statement under penalty of criminal prosecution verifying they are acting in official capacity and the record is needed for a criminal investigation.

Authorizes the Department of Health to disclose public health statistics records to qualifying law enforcement officers without requiring a court order or other prior authorization mechanisms.

Takes effect upon approval.
