HI HB2240

Creates a new misdemeanor offense of "refusal or failure to provide specimen for forensic identification in the second degree" for negligent or reckless violations of forensic identification requirements.

Amends existing section 844D-111 to elevate intentional or knowing refusal to provide blood specimens, buccal swab samples, or print impressions from a misdemeanor to a class C felony.

Requires written notice from the department, department of public safety, law enforcement, or court officers before prosecution for either the felony or misdemeanor offenses.

Does not affect rights, duties, penalties, or proceedings that matured or began before the Act's effective date.

Takes effect upon approval.
