Creates a court-based relief program allowing persons federally prohibited from firearm possession due to mental illness adjudication or involuntary civil commitment to petition for relief by proving they will not act dangerously and relief is in the public interest.

Requires courts to forward involuntary civil commitment orders to the Hawaii Criminal Justice Data Center, which must submit the information to the Federal Bureau of Investigation for inclusion in the National Instant Criminal Background Check System (NICS) database.

Permits the Hawaii Criminal Justice Data Center to maintain and disclose involuntary civil commitment information to law enforcement for firearms permitting and registration purposes.

Amends Hawaii confidentiality law on mental health records to allow disclosure of involuntary civil commitment orders by courts or the criminal justice data center for firearms permitting and registration under chapter 134.

Establishes that petitioners may file for relief no earlier than two years after commitment and no more frequently than once every three years thereafter, with appeals reviewed de novo.
