Amends Section 196-6.5 of Hawaii Revised Statutes to revise certification requirements for demand water heater devices used as alternatives to solar water heating systems in new single-family dwellings.

Removes requirement that demand water heaters be exclusively approved by Underwriters Laboratories, Inc. and replaces it with approval by North American certification organizations including Canadian Standards Association International, Air-Conditioning Heating and Refrigeration Institute, and Gas Appliance Manufacturers Association.

Expands definition of "demand water heater" to include both gas tankless and non-gas tankless instantaneous water heaters, whereas previous language referenced only gas-tankless models.

Requires that if a gas tankless instantaneous water heater is installed, at least one other gas appliance must also be installed in the dwelling.

Specifies that acceptable certification organizations must be nationally or internationally recognized, independent, nonprofit organizations active in product standards development, testing, and certification.
