Repeals sections 201-111, 201-112, and 201-114 of Hawaii Revised Statutes, eliminating the inactive Hawaii Television and Film Development Board and its grant and venture capital investment programs.

Establishes a Creative Film and Digital Media Park administered by the High Technology Development Corporation, encompassing designated properties in West Oahu identified by 12 specific tax map key numbers.

Appropriates unspecified amounts from general revenues for fiscal year 2014-2015 to fund both the special fund and the creative film and digital media park, with the bill's effective date set for January 20, 2050.
