Extends the repeal date of Act 73, Session Laws of Hawaii 2010 from June 30, 2015 to June 30, 2030, maintaining the environmental response, energy, and food security tax.

Delays the lapse of unexpended or unencumbered funds in the agricultural development and food security special fund from June 30, 2015 to June 30, 2030.

Postpones the repeal of sections 2, 3, 4, and 7 of Act 73 from June 30, 2015 to June 30, 2030, keeping related statutory provisions in effect.

Aligns the tax continuation with Hawaii's 2030 clean energy goals established under Act 155, Session Laws of Hawaii 2009.

Takes effect on July 1, 2014.
