Creates two different formulas for crediting unused sick leave to retirement benefits based on system membership date.

For employees who became members before July 1, 2014: 60 days of unused sick leave grants 3 months of service credit, with each additional 20 days (or major fraction) adding 1 month.

For employees who become members on or after July 1, 2014: 120 days of unused sick leave grants 3 months of service credit, with each additional 40 days (or major fraction) adding 1 month.

Removes the service benefit limitation restrictions from section 88-74 for retirement allowances increased through sick leave credit calculations.

Takes effect July 1, 2030, intended to reduce public employers' contributions to the Employees' Retirement System.
