Authorizes the Motor Vehicle Repair Industry Board to develop and administer the motor vehicle mechanic certification program independently, rather than contracting exclusively with the University of Hawaii.

Allows the board to enter into written agreements with multiple entities, educational institutions, and organizations to develop and administer the certification program.

Permits the board to accept certificates from national certification programs approved by the board without requiring contracts with the organizations administering those programs.

Requires that any entity administering the certification program have expertise, knowledge, and structure to provide instruction and training ensuring mechanics' knowledge and skills meet current industry standards.

Replaces references to "person" with "individual" throughout the statute and updates references to apprenticeship program registration to refer to "applicable governing law" rather than a specific chapter.
