Amends the definition of "distressed property consultant" in Hawaii Revised Statutes Section 480E-2 to broaden the scope by including persons who "provide, attempt to provide, arrange for others to provide, or assist others to provide" services related to distressed properties.

Expands the definition to cover anyone making solicitations, representations, or offers to perform or provide mortgage rescue services for distressed properties, strengthening fraud prevention measures.

Modifies the attorney exception to require that attorneys must be licensed in the State of Hawaii and engaged in the practice of law in Hawaii to qualify for the exemption from distressed property consultant regulations.

Changes the reference from "licensed attorneys" to "attorneys licensed in the State of Hawaii" to clarify that only Hawaii-licensed attorneys are exempt from the distressed property consultant definition.

Takes effect upon approval, addressing mortgage rescue fraud prevention by tightening definitions and narrowing professional exemptions.
