Renames the "High Technology Development Corporation" to the "Hawaii Technology Development Corporation" throughout state statutes.

Establishes a new High Technology Innovation Corporation as a not-for-profit entity to manage the development corporation's assets, technology parks, and incubation facilities, with a nine-member board comprised of state agency directors and two private business sector members.
