Amends Section 46-15.1, Hawaii Revised Statutes to make permanent the affordable housing credit system for Hawaiian Home Lands (DHHL) projects that was previously set to expire on June 30, 2015.

Counties are required to issue affordable housing credits on a one-unit-for-one-unit basis to DHHL for existing and future residential projects, including single-family residences, multi-family units, and vacant lots.

Credits are transferable and can be applied county-wide to satisfy affordable housing obligations imposed on market-priced residential and non-residential developments.

Counties cannot impair, restrict, or condition their obligation to apply credits in full satisfaction of all affordable housing requirements, regardless of when county requirements were enacted or their specific conditions.

Effective date of July 1, 2050, making Acts 141 (2009) and 98 (2012) permanent rather than subject to sunset provisions.
