Amends section 346-53(b) to allow the Director of Human Services to consider "other funds appropriated to the department of human services" when determining general assistance allowances for households without minor dependents.

Modifies section 346-71(e) to reference the allowance determination process under section 346-53(b) instead of limiting consideration to only the amount appropriated specifically for general assistance.

Requires the Department of Human Services to submit a report to the legislature by twenty days prior to the 2016 regular session detailing funds used and calculations made for general assistance to households without minor dependents for fiscal year 2014-2015.

Enables the Department to draw from other departmental funds to maintain consistent general assistance benefit payment levels throughout each fiscal year.

Effective date: July 1, 2050.
