Makes an emergency appropriation from general revenues for fiscal year 2013-2014 to address a funding shortfall in the Department of Human Services' General Support for Health Care Payments (HMS 902) program.

Addresses a $6,020,727 funding gap resulting from unpaid reimbursements owed by the Hawaii Health Connector for services and costs the department provided to develop the health insurance exchange required by the Affordable Care Act.

As of January 29, 2014, the department had received only $1,166,690 of the $6,020,727 owed, leaving an outstanding balance of $4,854,037 that necessitates the emergency appropriation.

The requested funds will enable the department to continue core operations and serve its Medicaid beneficiaries while awaiting reimbursement from the Hawaii Health Connector.

Takes effect July 1, 2050.
