HB 2294 Summary

• Extends the sunset date of the Nursing Facility Sustainability Program from June 30, 2014 to June 30, 2015, continuing the program's operations for an additional fiscal year.

• Directs that at least 88 percent of nursing facility sustainability fee revenue be used to match federal Medicaid funds for enhanced capitated rates to Medicaid managed care health plans, with 12 percent available for departmental purposes.

• Changes the date for distributing remaining moneys in the special fund from December 30, 2014 to December 30, 2015, to be returned to nursing facilities within 30 days in the same proportions as originally received.

• Exempts the nursing facility sustainability program special fund from the 5 percent central service assessment imposed on other special funds under sections 36-27 and 36-30 of the Hawaii Revised Statutes.

• Appropriates funds from the nursing facility sustainability program special fund for fiscal year 2014-2015 to be expended by the Department of Human Services.
