Amends Hawaii Revised Statutes Section 346-2 to allow the Director of Human Services to appoint certain positions exempt from Chapter 76 civil service requirements.

Exempted positions include division administrator, branch and office administrators, finance officer, research officer, privacy and security compliance officer, health information technology officer, physicians, pharmacists, and dentists.

Director may appoint these positions without civil service requirements when services are deemed unique and essential to executing state medical assistance programs.

Director retains authority to prescribe duties and qualifications and set salaries for exempted positions.

Effective July 1, 2014.
