Amends Hawaii Revised Statutes Section 587A-13 to exclude children from receiving a summons after a petition is filed under the Child Protective Act; summons shall only be served on parents and other parties.

Requires the petitioner to notify the child of a hearing at least 24 hours before a temporary foster custody hearing or at least 48 hours before any other hearing.

Maintains existing service requirements for parents and parties, including personal delivery, certified mail, or publication in newspapers when necessary.

Allows the court to issue a warrant for a child's appearance if the child cannot be notified, fails to appear, or the child's best interests require court custody.

Takes effect upon approval.
