Reduces the Neurotrauma Advisory Board from 21 to 11 voting members while maintaining representation from all existing stakeholder groups.

Changes member composition including: 2 neurotrauma survivors (1 brain injury, 1 spinal cord), 1 Brain Injury Association representative, 2 private sector business representatives, 1 trauma center representative, 1 stroke representative, and 3 at-large members.

Allows the Director of Health to appoint up to 3 state and county representatives whose work relates to neurotrauma as ex officio, nonvoting members.

Establishes quorum requirements as a majority of all voting members appointed and accepted, with actions requiring majority approval of voting members in attendance.

Takes effect July 1, 2014.
