Establishes manufacturer recycling obligations based on the weight of covered electronic devices and televisions sold in Hawaii, with annual goals determined by the department by January 31 each year.

Requires manufacturers to submit detailed recycling plans by October 1, 2014 (and annually thereafter) that include at least one collection service per zip code in counties under 750,000 population, or per county district in larger counties, with monthly collection services.

Imposes a convenience fee on manufacturers that fail to meet their annual recycling weight obligations, calculated by the department based on the shortfall weight.

Establishes registration, recordkeeping, and reporting requirements for collectors and manufacturers, including maintenance of records for five years and annual reports to the department on collection and recycling amounts by weight.

Prohibits manufacturer recycling plans that contain only mail-back options and requires use of collectors registered with the state and recyclers with third-party accreditation from R2 Practices Standard, e-Stewards Standard, or equivalent certification.
