Increases the maximum daily administrative penalty for violations of Department of Health laws and rules from $1,000 to $3,000 per day.

Requires the Director of Health to adjust the maximum penalty amount annually for inflation beginning July 1, 2014, using the prior year's Consumer Price Index for All Urban Consumers (CPI-U).

Establishes $3,000 as the base figure for the first inflation adjustment, with subsequent adjustments applied each year thereafter.

Maintains existing procedures for administrative enforcement including notice of violation, opportunity for hearing, and judicial enforcement of penalties.

Takes effect July 1, 2050.
