Re-establishes the energy systems development special fund that was repealed on June 30, 2013, to be administered by the Hawaii natural energy institute for developing renewable energy and energy efficiency projects to reduce Hawaii's dependence on fossil fuels.

Modifies the environmental response, energy, and food security tax (barrel tax) allocation by increasing deposits to the environmental response revolving fund, while maintaining 15 cents per barrel for energy security, 10 cents for the energy systems development fund, and 15 cents for agricultural development and food security.

Extends the expiration date of various environmental response, energy, and food security tax allocations from June 30, 2015, to June 30, 2030.

Establishes evaluation requirements for energy systems development special fund projects to be conducted every three years beginning July 1, 2017, by independent energy and environmental technical experts with reports submitted to the legislature.

Effective date of July 1, 2050.
