Establishes health equity as an official goal of the Hawaii Department of Health, defined as assuring equal opportunity for all people in the State to attain their full health potential.

Requires the Department of Health to consider social determinants of health (complex social structures and economic systems affecting health outcomes) when assessing state health needs.

Defines "social determinants of health" to include the social environment, physical environment, health services, and structural and societal factors such as education, housing, healthcare access, and transportation.

Amends Hawaii Revised Statutes Section 321-1 to add these health equity requirements to the Department of Health's general powers and duties.

Takes effect July 1, 2014.
