Prohibits private agreements from contravening or setting aside any provision of the prevailing wage law.

Adds definition of "contractor" as any person furnishing construction for public work under contract with governmental agencies or as a subcontractor.

Moves the definition of "public work" from section 104-2 to section 104-1 definitions and clarifies its application to the entire wages and hours chapter.
