Proposes amending Article VII, Section 12 of the Hawaii State Constitution to authorize the State to issue special purpose revenue bonds for dam and reservoir owners.

Adds "dam and reservoir owners" as a new category of special purpose entities eligible to receive financing through special purpose revenue bonds, alongside existing categories such as manufacturing enterprises, utilities, healthcare facilities, and educational institutions.

Defines "owner" as any person with a right, title, or interest in a dam or reservoir or property upon which a dam, reservoir, or appurtenant work is located or proposed to be located.

Permits the State to issue special purpose revenue bonds to provide low-interest loans to qualifying dam and reservoir owners to improve their facilities for public safety protection and water source benefits.

Requires the ballot question to ask voters whether the State should be authorized to issue special purpose revenue bonds for loans to dam and reservoir owners to improve facilities for public safety and water benefits.
