Adds a new subsection (b) to section 200-10, Hawaii Revised Statutes, establishing that use permits for state small boat harbor facilities cannot be transferred unless specifically provided by law.

Defines "transfer" to include any change in control of an entity that owns or controls a use permit, either directly or indirectly.

Renumbers existing subsections (b) through (f) as subsections (c) through (g) to accommodate the new non-transferability provision.

Maintains all existing provisions regarding permit requirements, vessel ownership, moorage fees, liveaboard fees, commercial vessel use fees, and deposit of revenues into the boating special fund.
