Adds a new chapter to the Hawaii Revised Statutes recognizing the State's role in co-managing the Papahanaumokuakea Marine National Monument.

Designates the Department of Land and Natural Resources as the lead state agency for co-managing the monument established by Presidential Proclamation 8031 on June 15, 2006.

References the December 8, 2006 memorandum of agreement between the state department and federal agencies (U.S. Department of Interior Fish and Wildlife Service and National Oceanic and Atmospheric Administration) governing monument management.

Takes effect upon approval.
