Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide funding for after-school programs in public middle and intermediate schools

Creates a revolving fund for the R.E.A.C.H. program consisting of legislative appropriations, participant fees, interest earnings, and other revenues to supplement program administration and operations costs

Appropriates $3,100,000 from general revenues for fiscal year 2014-2015 to be deposited into the R.E.A.C.H. revolving fund

Appropriates $3,100,000 from the R.E.A.C.H. revolving fund for fiscal year 2014-2015 to establish and operate the program, including one full-time equivalent position

Takes effect on July 1, 2014
