Amends Hawaii's Uniform Controlled Substances Act to add 12 hallucinogenic substances to Schedule I, including 2C-E, 2C-D, 2C-C, 2C-I, 2C-T-2, 2C-T-4, 2C-H, 2C-N, 2C-P, 25I-NBOMe, 25C-NBOMe, and 25B-NBOMe.

Adds one new synthetic cannabinoid, N-(1-adamantyl)-1-pentyl-1H-indazole-3-carboxamide (APINACA/AKB48), to Schedule I cannabinoid listings.

Adds perampanel, a central nervous system depressant, to Schedule III depressants list.

Adds lorcaserin, a central nervous system stimulant, to Schedule IV stimulants list.

Becomes effective upon approval and updates state law to conform with federal controlled substance scheduling changes.
