Amends Chapter 353E, Hawaii Revised Statutes to establish a "Statewide Integrated Adult Sex Offender Treatment Program" focused specifically on adult sex offenders.

Requires the program to employ a "best practices" philosophy instead of "uniform treatment" and adds standards and guidelines development as a new agency responsibility.

Establishes the program's coordinating body as the "Adult Sex Offender Management Team" with the Department of Public Safety serving as lead agency and facilitator.

Expands agency responsibilities to include assessment, evaluation, treatment, and supervision of adult sex offenders, with the Department of Public Safety, Hawaii Paroling Authority, Judiciary, Department of Health, Department of Human Services, and other assigned agencies participating through interagency cooperative agreement.

Effective date: July 1, 2050.
