Requires legislative appropriations to be specifically authorized and allocated to the Hawaii paroling authority before funds up to $200 can be furnished to discharged or paroled persons.

Prohibits the paroling authority from granting final discharge to inmates serving any portion of a court-ordered mandatory minimum sentence or those owing restitution for any unexpired term.

Allows paroled prisoners who have been on parole for at least five years to be considered for final discharge and, at the authority's discretion, may be considered for a complete pardon recommendation.

Requires annual reconsideration for final discharge and pardon if a paroled prisoner is initially denied these benefits after five years on parole.
