Amends Section 353C-4.5 of Hawaii Revised Statutes to expand the positions that may be appointed by the Director of Public Safety without regard to Chapter 76 civil service requirements.

Adds the Mental Health Branch Administrator and Mental Health Section Administrators to the list of correctional health care positions exempt from civil service requirements.

Previously only the correctional health care program administrator and physicians providing inmate care could be appointed without Chapter 76 compliance; this bill extends the exemption to mental health leadership positions.

Takes effect on July 1, 2014.
