Amends Hawaii Revised Statutes Chapter 291-3.3 regarding storage of opened containers of intoxicating liquor in motor vehicles and mopeds on public roads and highways.

Clarifies that opened alcohol containers may be stored in the trunk, or if no trunk exists, in areas not normally occupied by driver or passengers, including behind the last upright seat or in locked vehicle compartments (but not in glove or utility compartments).

Expands exemption for recreational vehicles, house coaches, and house trailers to allow opened alcohol containers in their living quarters and permits passengers to possess such containers in those living areas.

Maintains prohibition on consuming intoxicating liquor at scenic lookouts and establishes violation of this section as a criminal offense.

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before enactment.
