Amends Hawaii Revised Statutes section 286-207 to streamline motor carrier vehicle exemptions by removing provisions for "sampan buses," station wagons, and employee transportation vehicles with nine or less seating capacity.

Renumbers remaining exemptions for vehicles with gross vehicle weight rating of 10,000 pounds or less, taxicabs, employee transportation vehicles, car or van pools, and personal recreational vehicles.

Adds requirement that van pools and car pools exemptions apply only to vehicles transporting less than sixteen individuals.

Repeals section 286-202.6 entirely, which previously specified federal marking requirements for motor carrier vehicles including display of carrier name, weight ratings, and visibility standards.

Takes effect upon approval and does not affect rights, duties, or penalties that arose before the effective date.
