Reduces insurance information required on motor vehicle inspection certificates by limiting entries to only the insurance expiration date instead of effective date, termination date, carrier name, and policy number.

Requires digital images of insurance cards to be stored for retrieval if additional information is needed in the future.

Eliminates the provision allowing replacement of lost, stolen, or destroyed inspection stickers without reinspection; stickers must now be reissued only through full vehicle reinspection.

Changes inspection standard language from "safe operating condition" to "compliance with the inspection requirements."

Becomes effective upon approval.
