Appropriates $5,000,000 from the airport revenue fund for fiscal year 2013-2014 to fund operations and maintenance of baggage handling and explosive detection systems at Honolulu International Airport.

Addresses an unanticipated cost for system maintenance and troubleshooting services that were previously provided by airlines but are now the state's responsibility.

Replaces security funds that were diverted to cover baggage system operations and maintenance costs, allowing those security funds to be used for their intended purposes.

Requires the Department of Transportation to submit a detailed report to the legislature by twenty days before the 2015 regular session including all security expenditures at state airports and an explanation of the fund diversion that created the shortfall.

Takes effect upon approval and is recommended by the governor for immediate passage as an emergency appropriation.
