Appropriates $260,000 from general revenues for fiscal year 2014-2015 to fund four full-time equivalent positions in the University of Hawaii College of Tropical Agriculture and Human Resources Extension Program.

Creates one permanent livestock agent position in Maui County to address extension service staffing needs.

Creates one permanent food crops agent position in Honolulu to strengthen agricultural education and services.

Creates two permanent sustainable agricultural agent positions, one in Hawaii County and one in Kauai County, to support local agricultural sustainability.

Takes effect July 1, 2014; addresses critical personnel shortages in extension service that have resulted in reduced community services since 1999.
